The occasion was the positive results of the Econsult study, which were published in May. Pennsylvania generated $184 million in revenue from online gambling in its first year and $307 million in subsequent years. In May, HB 271 surfaced and passed by a clear majority of the Senate Committee on Community, Economic and Recreation Development and the Senate Committee on Supply. However, the bill contained controversial provisions, including the 54% tax rate on income from slots and table games. Online poker would be taxed at a more reasonable rate of 16%, but operators would be charged a $5 million fee. This was in stark contrast to the situation in New Jersey, where licensing fees for online gambling were low and the tax rate was only 17.5%. In late October 2017, PA Governor Tom Wolf signed a bill allowing a variety of new gambling options for the state, including legal sports betting. HB 271 is a comprehensive bill that has undergone numerous revisions, with the final version covering over 900 pages.
We have analyzed the bill and removed the important parts that are relevant to those interested in the regulation of online gambling. In addition to online gambling, HB 271 legalizes the following: The success of Bill 71 has led to calls for more gambling laws in Pennsylvania. The Truck Stop and Satellite Casino Bill 2017 included a plan to launch 10 new mini-casino sites as well as expand casino gaming to truck stops, online portals and airports. Of these, HB 649 would emerge as the best candidate. In June, the PA Senate Community, Economic and Recreation Development Committee held two hearings on online gambling. The hearings yielded some positive conclusions, but questions remained about the economic impact. This tax does not apply to casino games offered by the state-owned Pennsylvania Lottery, which is unilaterally authorized by PA Governor Tom Wolf to expand its services to that region when the new regulations went into effect.
